Asked, they have no clue. They were also incorrectly tagged at one point (and removed since this isn't their work).
They did say they shared their model around several years ago (they don't anymore). Maybe that's what happened?

I went over as much of the source material as I could easily find that shows the same angles of his face, and while this is super well done I'm confident it's at the very least not made using the same model that DreamWorks used. The scale extrusions on his face and ears are very different in all 3 movies, but other than that everything else is pretty much spot on.

looking at the metadata of the video thanks to VLC, the only thing i jumps out to me (a person who doesn't know anything about 3d software and codecs and such) is the file path
"D:\Artwork\3D\2024\Toothless and Brown fury\Toothless sucking\Video Compositing MB.blend"

which makes it sound like whoever the aritst is has made or is planning to do more. as otherwise why would you bother making so many specifically named subdirectories unless you plan to add more scenes or make multiple pojects per year.
or maybe i'm just reading too much into it and it's just (probably blender's?) default way to create directories for a new project. idk, i'm just hoping to see more in the future

That doesn't necessarily exclude it not being a dreamworks animator that did this, that sheer level of detail on the dragons and care in the animation at minimum says this is a high level pro

- Some people speculate that this was made by an actual Dreamworks animator. While this was clearly made by a very skilled person, I doubt it, because:
- The file's metadata indicate this was made in Blender, while an industry professional would most likely be using Maya;
- It's not a model from the movies.
- The model may have been made by Blender artist @TheLapisSea (on Twitter), since they shared it around a few years ago. However, they confirmed the animation isn't theirs.

Maybe the artist who made this is using a model they have no permission to have and wants to remain anonymous because of it?

Or maybe they do have industry experience and would prefer to make sure they don't get recognised.

Either way, I say this as someone working in 3D animation: whoever made this knows their shit. It's exceptional.

not how the tagging works. its "tag what you see" and we do not technically see who does the sucking. technically it is just a nightfury we see and cannot tell if it is male or female, hence the tags are correct.
