If you're going for physiological accuracy. The eyes should be able to dilate. However, snakes are known for sensing in infrared. But the character here doesn't display pit organs. The overall physiology would suggest tetrachromat (4 color vision with the 4th being UV much like birds; humans are trichromat or 3 colors). Perhaps with red-green colorblindness.

The extra cones in the retina crowding out the rods would be the true reason for poor low light adjustment.

If I had to guess a possible reason why his eyes can't dilate. They hail from a habitable tidal lock planet where their native region never sees night. The fact that they're trying to go where it is dark & cold lends to their adventurous Sillyism. Or his eyes are disability afflicted. XC

If they see in blue-green like a snake (dichromat) then in a magical context they could still bypass that limitation. As "magic/spirit vision" is effectively a hallucinogenic overlay.

    Lovely looking character. X3
