basic idea is some idiots caught Foureyes, having read somewhere that dragons can breed with any species they plan to artificially inseminate her with feral canine sperm and sell the resulting dragonxdog puppies for a huge amt of cash...
which like...would work, theoretically. If they can keep her from tearing them limb from limb in the meantime. She does NOT like being treated like an animal.

The things on her shoulders are cuffs that put her wings in a pocket dimension. Helpfully locked so she can't fly away.
