Let's pretend we're normal for a moment. Wouldn't you find it weird to find a half-naked chick alone on the beach in nothing but a flimsy excuse for a "bra" made of a dead, physics-defying clam held on with no straps or any other form of attachment along with no explanation for why she has no bottoms on or why said bottoms are nowhere to be found?

They were being held on by mermaid magic. Once she was turned human she no longer had any mermaid magic to keep the shells in place.
Alternatively maybe her breasts grew slightly larger and the no longer had a proper seal.

Of course, a mermaid's clamshell "bra" is actually chitinous natural armour which protects their "breasts" - their swim bladders. They don't have any nipples to cover because they're not mammals; underwater lactation works for cetaceans in the epipelagic zone, not so much on the ocean floor.

Well for one I'm talking about the Disney movie where said bra did indeed have straps and she ended up wandering the beach basically naked anyway, she made a dress out of sail that could just as easily be a sarong. Also they're shells, we've been putting them on clothes as decoration since caligula.

Again in the movie her bra had a strap but that transformation made her boobs grow theory and they just popped off like a raunchy British sex comedy idea is the most plausible so far. B+

You get points for creativity and use of big words but we see in the movie they are an item of clothing because we see other mermaids have spare ones implying they can be changed for different colours and styles, perhaps traded up for something lacy.
