    I don't think Uncle Sheo chooses the Race, he just places his curse, the curse turns you into the stereotype you hold of another Race. This Dunmer must've had a particular opinion on Goblins.

    I imagine another person gets transformed into a female race but is emotionless till they see something that makes them want to kill it. Could like they get pleasure from killing things.
